Ensure linkage of planning to budgeting to be guided by people participation and allowing government and non government’s organizations, civil society groups and private sector’s involvement in collective decision-making in the entire process of budgeting, provide technical assistance to local officials in the community pertaining fiscal management, obtain optimum utilization of finances, and, provide timely, effective and efficient services, thus, improve the quality of life of every individual.
